🚧 Horton (still) hears construction

If you’re a longtime San Diegan, you might have memories of shopping at Horton Plaza. For years, the former downtown San Diego mall has been in the process of being redeveloped into the Campus at Horton. This 1 million-sqft, mixed-use space will become a hub for locals to shop, live, and work — with an emphasis on building SD’s booming life sciences industry.

In 2018, Stockdale Capital Partners acquired the retail space, and in 2020 the retail center was closed so construction could begin. If you’re wondering where the project stands today, we’ve got you.

New tenants

It’s anticipated that parts of the development will open later this year, and while we don’t have a definite date, we hear these tenants will fill the new space:
No life science tenants have been announced yet, but the project anticipates strong demand for office space due to the investment in the industry.

Home sweet Horton

Housing will be a major component of the project, and Stockdale plans to add a 40-story residential building at the former site of Macy’s that will add 518 housing units. Construction is anticipated to begin in 2025 with completion expected in 2027. The developer will also add a second, 40-story building on G street with an additional 332 units.

What about the park?

Stockdale is also spending $9 million to redesign Park at Horton — formerly Horton Plaza Park — and will add art, dining spaces, and restaurants while also maintaining existing features like grassy areas, restrooms, and the fountain. A timeline has not been announced, but it’s expected to be completed by early 2025.

Weather
  • Keep your umbrellas handy, the National Weather Service forecasts more rain will arrive in San Diego County tomorrow, bringing 1.5-2 inches to the coast and valleys — possibly more in the mountains. A Flood Watch is in effect for the entire county tomorrow through Friday morning. (National Weather Service)
Civic
  • The Federal Railroad Administration has permitted the City of San Diego to reinstate Quiet Zones at 12 downtown railway crossings after suspending the program on Jan. 19. Crews have installed more signs and street markings to make locals aware of intersections so trains won’t need to sound their horns.
Cause
  • Today, San Diego County is hosting a “Day of Service” to benefit locals impacted by the Jan. 22 storm and flooding. San Diegans are encouraged to donate much-needed items at drop-off sites in National City, Mountain View, and Sherman Heights, open 8 a.m.-2 p.m.
Closed
  • Ebullition Brew Works & Gastronomy in Carlsbad has closed, ending its time in business in the North County. Ebullition Brew Works had been operating as a contract brewer since the closure of its Vista brewery and tasting room in 2022. (SanDiegoBeer.News)
Transit
  • An 18-day streak of declining gas prices ended on Jan. 29, but you can still find cheap gas — by San Diego’s standards. Yesterday, the county’s average cost of a gallon of regular, self-serve gasoline was $4.611, but stations in El Cajon, Oceanside, and Escondido saw prices under $4. (NBC 7)
Development
  • Escondido Public Library has hired a firm to use state grant funding for repairs and modernization projects — expected to be finished by March 2026. The project aims to repair roofing damage, address ADA compliance, and fix the HVAC system that’s needed for the Cool Zone program. (The Coast News Group)
Zoo
  • San Diego Zoo Wildlife Alliance and San Diego State University are joining forces to study rattlesnakes — a species that’s been hiss-torically difficult to research. The organizations are using external transmitters and acceleration technology to track how quickly snakes slither and where they go throughout the year.

  • The last day to participate in the City of San Diego’s police chief survey. Locals are encouraged to share their feedback as the city recruits a leader to serve the San Diego Police Department — the interview process is expected to begin next month.

With more rain in the forecast through the end of the week, the city and county are providing resources and encouraging San Diegans to take precautions.

To help curb potential flooding, residents can pick up free sandbags at various locations. If you notice a clogged or blocked storm drain, contact a dispatcher at the city’s Street Division. If you’re driving during this week’s storm, be aware of storm-related road closures and do not drive through flood waters — they could be deeper than they appear.

Continue using the Get It Done app for non-urgent issues, including:
  • Potholes and road damage that aren’t dangerous
  • Bulky items in the public right of way
  • Damaged or lost trash bins
The county urges residents and business owners to complete its voluntary survey to assess damage from the storm on Jan. 22, 2024. The Spring Valley Library has also opened an assistance center to help locals impacted by flooding find resources.

Good morning, San Diego. I finally went to the coffee shop at Malibu Farm in Seaport Village, and it’s a great spot to grab a drink and relax with views of San Diego Bay. However, this section is different than the full sit-down restaurant, so now I’m more excited to go back and have a full meal.
