Proposed amendments to the Uptown Community Plan could transform Hillcrest

Hillcrest is planning to welcome more neighbors. The City of San Diego has released a proposal that — if approved — could double the community’s population by 2050 and add buildings that rise to new heights. Here’s what’s on the table so far.

The next level

Plan Hillcrest (aka the “Hillcrest Focused Plan Amendment”) is a proposal to modify the Uptown Community Plan adopted in 2016. It focuses on a 350-acre area that’s mostly contained in Hillcrest, but also impacts nearby communities like University Heights.

To address housing needs, the plan recommends increasing maximum housing density to 218 units per acre in some zones and 290 units per acre in others — which is estimated to permit buildings as high as 30 stories. If approved, this would be the first time the Uptown Community Plan updated its housing capacity since 1988.

These changes could roughly double the area’s population, from 50,593 people in 24,300 housing units (measured in 2021) to 113,500 residents in 54,600 units, by 2050.

Beyond addressing housing needs, Plan Hillcrest has four other key goals:
  • Create public spaces
  • Strengthen connections
  • Support local businesses
  • Celebrate the legacy of the LGBTQ+ community
Each objective aligns with priority areas in the City of San Diego’s Strategic Plan. This includes increasing the number of public parks and transit options serving the community.

The proposal also distinguishes Hillcrest as a LGBTQ+ Cultural District, and will incorporate and preserve the neighborhood’s culture and existing history into design elements like art, streetscapes, and buildings.

For now, the Hillcrest Plan is a draft, and locals can submit feedback by Friday, Nov. 17, to planhillcrest@sandiego.gov. In early 2024, this feedback will be incorporated into a revised proposal that’s expected to be presented to various boards — including City Council — in summer 2024.

Development
  • A vacant 14.55-acre lot in Oceanside — previously home to Pacifica Elementary — has been purchased by Developer MLC Holdings, Inc. The site will be transformed into a housing development with 164 townhouses, parks, and community amenities. A timeline has not yet been announced. (The Coast News Group)

  • Pacific Beach is waving hello to its new parking regulations. The community’s recently installed meters are now charging $1.25 per hour, 10 a.m.-8 p.m., Monday-Saturday, with a 2-hour maximum. This pilot program is in effect for a year, and will be reassessed down the road. (NBC 7)

  • Locally founded Momma Pots is planning to open its boutique shop on Saturday, Nov. 18, at 1990 N. Marshall Ave., Ste. 109, in El Cajon.   • Have unwanted Halloween candy? The Super Dentists is hosting its annual Candy-Buy-Back at its six San Diego County locations through Monday, Nov. 6. Kids can turn candy into cash at a rate of $1 per pound, and the sweets will be donated to active duty military service members.

  • Ride the Point is cycling back for its 10th year to support pancreatic cancer research at Moores Cancer Center at UC San Diego. The bike ride takes place on Saturday, Nov. 11, in memory of local philanthropist Jim Krause, and offers exclusive access to Point Loma cycling routes. Registration is open.
Edu
  • San Diego Mesa College has received approval from the California Community Colleges Chancellor’s Office to offer a Bachelor of Science Physical Therapist Assistant Program. The college is set to start offering Bachelor-level courses in Fall 2025, which will be an extension of its Associate’s of Science program.

  • Actor Tyler Christopher died on Tuesday at age 50. The soap star moved to San Diego about two years ago, and is best known for appearing on 1,100+ episodes of “General Hospital” and ~200 episodes of “Days of Our Lives.” (City News Service via ABC 10)

Good morning, San Diego. I’m really excited by the idea of new art projects and monuments being added to Hillcrest, but if you keep your eyes peeled, there are often artistic additions.

Over the summer, a new mural was added at California Bank and Trust on Fifth Avenue by artists Austin Gosswiller and Jack Stricker. Take a look, it depicts recognizable features found in Uptown communities.
