The Human Rights Campaign (HRC) released the 2023 Municipal Equality Index, and San Diego is on the list. How did we score?
The HRC’s annual Municipal Equality Index takes a deep dive into municipal laws, policies, and services to assess how inclusive they are of LGBTQ+ people. This year’s edition examined 506 cities on 49 different criteria across various categories — non-discrimination laws, municipality as employer, services and programs, law enforcement, and leadership on LGBTQ+ equality.
Based on these criteria, San Diego earned a score of 100 out of 100. In case you missed it, that’s the same as last year’s score. Here’s a breakdown of how we got here… and how that score might change.
Non-discrimination laws
This category looks at whether LGBTQ+ discrimination is prohibited by law in areas of employment, housing, and public accommodation. San Diego achieved a 30 out of 30 for our laws across the state, county, and municipality.
Municipality as employer
Cities can achieve points for inclusive employment policies like trans-inclusive healthcare policies and non-discrimination in city employment. San Diego got a 28 out of 28 and earned bonus points for city employee domestic partner benefits.
This section considers the city’s efforts to include LGBTQ+ folks in city services and programs. San Diego scored 7 out of 12, but got bonus points for city-offered services to LGBTQ+ youths and older adults.
Law enforcement
Looking at the relationship between law enforcement and the LGBTQ+ community, San Diego scored 22 out of 22.
Leadership on LGBTQ+ equality
This section looks at city leadership’s commitment to advocacy and inclusion. San Diego got an 8 out of 8, and got bonus points for having openly LGBTQ+ elected or appointed leaders.

San Diego City Council approved a housing package that incentivizes the creation of more homes and aims to help low income residents, college students, and families. The controversial policy was rejected last month, but received approval after some changes. (San Diego Union-Tribune)
Travel
This year was record-breaking for local tourism. Travelers brought in $14.2 billion visiting San Diego County in 2023 — over $1 billion more than last year. The San Diego Tourism Authority estimates the revenue was spurred by 30.5 million visitors. (KPBS)
Sports
San Diego FC kept it local when recruiting their first player. The MLS expansion club — set to debut in 2025 — signed 17-year-old goalkeeper Duran Ferree. The local grew up in 4S Ranch and previously played for the San Diego Surf youth club and signed with the San Diego Loyal. (San Diego Union-Tribune)
Zoo
San Diego Zoo Wildlife Alliance has rescued three orphaned mountain lions who will now call the Safari Park home. The 6-week-old cubs — who lost their mother — will receive lifelong care from the zoo because they cannot be safely reintroduced into their natural habitat.
Eat
Paradisaea in Bird Rock has been added to the prestigious Michelin Guide California. The restaurant is noted for its California-style cuisine made with local ingredients and Asian and tropical influences. With this distinction, Paradisaea is eligible for Michelin Star or Michelin Bib Gourmand honors.
Stat
5.2%. That was San Diego’s annual inflation rate last month. While inflation has been slower this year than it was in 2022, San Diego’s prices are rising faster than the rest of the US — the national inflation rate in November 2023 was 3.1%.
Arts

Dianne Jacob Lakeside Equestrian Park opens in Lakeside

Giddy up, Lakeside — Dianne Jacob Lakeside Equestrian Park is ready for action. After nearly three years in development, the ~14-acre space is now open — a fitting addition to the East County community known for its rodeo culture.
It’s named for former San Diego County Supervisor Dianne Jacob, a horse-lover and proponent for outdoor spaces. The park honors these passions with amenities that can be used by both humans and horses, including:
A large, covered, open-air arena
An uncovered, outdoor arena
A banquet hall
Livestock corrals
Park amenities like picnic equipment, restrooms, and a shaded pavilion
While many of the park’s features accommodate equine and livestock events, there is also a public-use space that will be open daily, sunrise to sunset, unless there’s an event. Other gatherings are also expected to trot into the park, like farmers markets and community celebrations.
