Tropical Storm Hilary’s impact: Emergency declarations, warnings, closures in San Diego

Tropical Storm Hilary pummeled San Diego County with heavy rain, gusty winds, flash flooding, and high surf yesterday, leading the county to proclaim a local emergency and the city to shut down public facilities through at least today.

Watches and warnings

Tropical Storm Hilary made landfall on the Baja California peninsula Sunday afternoon. The National Weather Service San Diego (NWS) had issued several warnings, watches, and statements, including:
  • A Tropical Storm Warning for San Diego County citing peak winds between 25 and 35 mph, with gusts up to 50 mph.
  • A Flood Watch, in effect through early today for local coastal areas and valleys. Mayor Gloria asked all San Diegans to avoid areas that are prone to flooding.
  • A Beach Hazards Statement, active through 12 p.m. today for high surf across local beaches and strong rip currents; stay out of the water.

School, city, and road closures

San Diego Unified School District was supposed to start its 2023-2024 school year today, but the district postponed the first day of school to tomorrow.

Meanwhile, these city facilities are closed through at least today:
The city also closed some roads due to potential flooding risk, including notorious parts of Mission Valley — like Mission Center Road between Hazard Center Drive and Camino de la Reina.

The San Diego County of Public Works continues to track road closures due to flooding — follow the agency’s updates and check out the San Diego County Flood Control District’s flooding webcams.

  • Fall Brewing has debuted its new headquarters in Miramar at the former site of Saint Archer Brewing and Kings & Convicts.   • San Diego Wave FC will host the 2023 NWSL Championship at Snapdragon Stadium on Saturday, Nov. 11 — though the teams facing off in the big game are yet to be determined. Tickets are now on sale for the 5 p.m. game; it’ll also air live on CBS and Paramount+.

  • San Diego-based company PSYONIC makes the world’s first touch-sensing bionic hand. The company hosted a panel at Comic-Con last month about what it’s like to create the tech and how it can be used in the real world. They even showed live demos — watch.

  • But first, brunch. The Smoking Gun in downtown San Diego will launch its new, 1980s-themed, weekend brunch — Wake Me Up Before You Yolk Yolk — this Saturday, Aug. 26. The menu features breakfast sandwiches named after pop hits of the decade like Under Pressure and Sweet Child O’ Brisket.
